Thousands of people from Sarpang  gathered in Gelephu to celebrate His Majesty’s 32nd birth anniversary. His Majesty joined the people for the festive games to mark the joyous occasion.

According the organizer group, different clubs of the camps participated in the game and successfully ended as projected to keep friendly relationship among youths.
Competitive final match on 21st February between Beldangi II and Beldangi II Extn., Beldangi-II won kissed the victory by scoring one goal.

In the meeting, YOB sought the solidarity and presented the country report and proposed immediate start of repatriation process for the Bhutanese refugees, adopt reconciliation approach and pave ways for human rights and political organizations to participate in the ongoing democratic transition, and revisit the noble concept of Gross National Happiness (GNH), according to the statement.

“In the meeting, President Giri also distributed the campaign materials and asked fellow attendees to strongly question the much hyped so called Gross National Happiness (GNH) Campaign of Royal Government of Bhutan vis-à-vis the generation of refugees with notorious census of 1988 targeted for ethnic cleansing of ethnic Nepali-speaking people living in the southern Bhutan,” the statement said.

Just a month after amendment of Tobacco Control Act 2010 by the Parliament, King Jigme Khesar has exercised a prerogative to release 16 persons convicted of tobacco smuggling.

However, many have already started commenting that both government and the King must have understood the role of media and social network groups against tobacco law. Thanks to “Amend the Tobacco Control Act” group in the Facebook for leading the social protest.

He was arrested and detained on January 24 last year after he was caught with 48 packets of chewing tobacco that he purchased from India. Later in May, a kangaroo court convicted him and passed a verdict slapping him a jail term of 3 years.

The Prime Minister’s government was compelled to table amendment proposal of the world’s strictest tobacco law in January this year following widespread criticism from all sectors.

Accordingly, the amendment was passed and implemented as an urgent bill by the joint sitting of both the Houses.

PM Thinley become more serious fearing street protests when a petition signed by some 700 individuals asking for amendment was submitted to his government, Speaker of the National Assembly, Chairman of the National Council, and the OL.

From the time the act came into operation, altogether 59 persons including three non-Bhutanese have been charged of possession, sale or smuggling of tobacco products. Of them, over 20 have been convicted of smuggling and jailed.

The new amendment provides all tobacco convicts to deposit a fixed amount sufficient enough to suit the jail term defined by the verdict.

The royal pardon has hinted that no power can suppress innocent people in the name of creating a land free of tobacco. If this happens somehow, people will protest boldly against it.

Sonam Tshering

Tshering was arrested and detained on January 24 last year after he was caught with 48 packets of chewing tobacco that he purchased from India.

Later in May, a kangaroo court convicted him and passed a verdict slapping him a jail term of 3 years, and became the first tobacco criminal.

Gravity of punishment given to Tshering, who pleaded for his ignorance of tobacco law, received widespread criticism.

Even a Facebook revolt group consisting over 2500 members advocated for his release.

The Parliament had approved tobacco amendment proposal as an urgent bill last month.

Release of tobacco criminals came through a royal prerogative that allows the King to grant pardon to prisoners, assured by the so-called democratic constitution of the country under Article 2, Section 16 (C).

Issuing a press circular Saturday evening, URFB commander-in-chief Karma claimed that their cadres attacked the Royal Bhutan Police post at Kharbandi on February 17 at 8:30 p.m.

However, unlike what was reported by government-owned media, it has not mentioned that several police personnel were injured the blast.

“An explosive was detonated inside the police post followed by some rounds of firing by the cadres that caused injured several personnel,” said Karma.

The Bhutan Broadcasting Service (BBS) has reported that at least one police was injured during the blast. He is being treated.

Meanwhile, the Kuensel reported that the check post war cordoned for investigation immediately after the blast.

A group of young students from various Bhutanese refugee camp schools have started a monthly newspaper named “The Refugee Herald” (TRH) since January 14 and published second edition today.uge

Published on mid of every month, the newspaper aims to “inform uneducated parents through their students,” according to its team.

According to a report, 37,481 international visitors entered Bhutan in 2011 representing a 38% increase from the 27,196 in 2010. Of those 2,795 were British compared to1,772 from the previous year – an increase of 1,023.

COMO Hotels and Resorts, which owns Uma Paro, the first luxury hotel to open in the country in 2004, also saw an increase in UK and international visitors with many staying at the property for a longer length of time than before.  Of the back of this increased demand, COMO will be opening a sister lodge, Uma Punakha in September 2012, to enable guests to enjoy greater cultural and physical adventure within the country, reported online portal of Incentive Travel.

The hotel is situated on a hillside in the lush Punakha Valley, a five-hour drive from Paro.  The intimate, 11-room lodge will offer the option of a two-centre stay with COMO and provide even more reasons to explore the beautiful centre and east of the country, added it.

It further said, much of the growth in tourism to Bhutan can be attributed to the attractiveness of the country for adventure and culture including trekking, mountain biking, archery, yoga and even spa.

One tour operator which has been sending more UK travellers to Bhutan is Ampersand Travel, it added.

Its founder James Jayasundera said: “The combination of better quality hotels and more exciting possibilities for adventure has led to this increase in numbers.  Bhutan is becoming more accessible yet retains its air of mystery and strong cultural heritage which has always been very attractive to Ampersand customers”.

In the election held in the capital, 32-year-old Passang Dorji of The Bhutanese, a daily newspaper yet to be launched, was elected with majority of votes as new president, wrote the Kuensel on Wednesday.

Altogether, 105 journalists from various 11 newspapers and 16 from electronic media were present during the election.

The president elect said he would leave no stones unturned to ensure hassle-free working environment for journalists.

“My first priority would be to bring journalists together and ensure that journalists, particularly in the private media, are well compensated if anything should happen to them in the line of duty,” said he.

Meanwhile, JAB expressed its commitment that it “will submit to the government a proposal, submitted by senior editors last month, suggesting changes to the advertising policy and doing away with the mandatory publication of Dzongkha editions in the English language papers.”

An empowered joint  group comprising officials from both the countries met in New Delhi yesterday to finalize the actual feasible capacity of Sunkosh. It is agreed to downsize it to 2560 MW.

The whole plant of electricity generation will not have the irrigation component now, informed Dasho Sonam Tshering  from New Delhi.

At the installed capacity of 4060 MW, it was estimated to have the largest dam (265m high) with largest artificial lake to be formed in Bhutan, running 52 km upstream from the dam site.

Eight gewogs of Dagana, Tashiding, Tsendagang,Sunkosh town, Lamoizingkha, Nichula,Barsong and Rangthaling  were expected to be directly affected by the project, according to an earlier study by Indian council of forestry research and education.

People in Deorali, Nichula and Kalikhola are rather happy to see the development of such magnitude in their locality.

“There is already a boom in the land prices of our village”, a resident of Katarey, Nichula told the Kuensel.

“We are hopeful that we can sell our agriculture and dairy produce just across Sunkosh”, said  an elderly village man over the telephone. ‘We might not have to carry it far down on our back’, he hoped.

In Deorali, some villagers who had gone out to urban areas for better living are returning to their homesteads because of the prospect of thriving business and other income generation activities along the fair-weather road of  Kerabari and Kalikhola.

The Sunkosh project was initially signed between the two countries, with a parameter of maximizing the benefit  to  local people, and giving them the opportunity of shareholding  in the development thereof. Whether or not such consideration for sharing the benefit to  local people be upheld is a matter of concern.

Nepal Taekwondo Association conducted four days world peace taekwondo training to five exiled Bhutanese and other Nepalese taekwondo players at Dharan on 1^st-4^th February.

According to the representative from camp Bal Bahadur Basnet, eight Korean players from World Taekwondo Association trained them with the main aim to uplift Nepalese and Bhutanese taekwondo in front of world.

Since Bhutanese players won national games too but in absence of citizenship, they are not getting chance to participant in international, told Basnet.

Power officials, however, fear the real hurdles to achieving its target has now just begun.

“So far we’ve only covered areas which have access road,” a power official said, adding what was left now were the far-flung rural areas like Laya in Gasa, Shingkhar Lauri in Samdrupjongkhar, Doban in Sarpang and Denchukha in Samtse.

“Transporting equipment and materials over hostile terrain is our concern,” he said.

Most remote areas require at least a day’s walk from the nearest road and the project involves carrying heavy equipment and material such as electric poles, transformers and construction materials.

Bhutan Power Corporation’s rural electrification project, so far supplied electricity to 21,820 households covering 10 dzongkhags of Trongsa, Trashigang, Tsirang, Mongar, Dagana, Chukha, Paro, Haa, Samtse and Bumthang.

From their experience of having connected many rural villages with electricity, power officials said  harsh weather conditions, work delays by contractors, time loss in processing funds and importing materials from third countries were hassles they were wrought up over.

A power official said the corporation did most works of carrying materials to designated areas leaving only wiring, electricity pole alignment and painting works for contractors.

Till date construction works in different dzongkhags were awarded to 40 different contractors.

Another officials explained that labour shortage was another problem besides delay in importing   transformers and poles.

Only about 20 percent of the materials are from India and the rest from third countries like France, Indonesia and China.

“It takes about 18 months for the materials to reach the country,” he said. “Much of the time is lost in paper works, such as having the funds transferred for construction materials.”

Japan International Cooperation Agency and Asian Development Bank have assisted in terms of loans and donations towards financing the rural electrification project in the country.

For those refugees who are not convinced by the offer, resettlement is paralysing their democratic struggle for repatriation to Bhutan. They recall tyrannical suppressions they were made to undergo by their rulers in Bhutan, but are determined to exercise their right to return. According to them, the international community is accepting refugees for relocation but ignoring the two other options: repatriation and local integration.
Others want to relocate at any cost, stating that a longer stay in the camps will further ruin their lives. Most of the younger generation is eager to accept the resettlement package, taking it as a temporary solution for their long-standing problem. They believe settlement in developed countries like the United States and Australia will help them attain better education and enhance their economic conditions.

‘Life in the camp has not allowed me to realise my dream for good education and improved standard of living’, explains J.K. Education in the camps is free but limited to tenth grade. His five-member family is waiting for departure to Canada, having completed all the procedures. Family reunification is also a factor to consider, with J.K.’s father stating, ‘I must join my three children in Canada since they have already decided to get resettled’. However, some family members who were farmers in Bhutan are not happy about leaving Nepal. For them, remaining in the camps is the best option to allow them to demand dignified repatriation at a later date.

I.B.S., a 108-year-old registered refugee from Beldangi-I camp, was only four years old when the British institutionalised the Bhutanese monarchy in 1907. He walked from a nearby camp to Beldangi-II to attend the 104th National Day Celebration on 17 December, and stated: ‘Life as a refugee is bitter in every sense. I have seen all the five kings of my country. I am a genuine Bhutanese and still have a dream to die in my own soil’.

There are several youths who accuse senior citizens of the community of standing in the way of the third country resettlement programme. When family members fail to reach a consensus regarding resettlement, some households have serious disputes. ‘Certainly, elderly members in the refugee camps know the pain and suffering they were made to undergo while in Bhutan, but they still desire to return’, says S.R. He also pointed out that while some parents have been publicly opposing resettlement they have been secretly allowing their children to apply. ‘I know a few of them. They claim their family is against the resettlement, without letting others know that their children have already been relocated’.

Meanwhile, exiled surgeon Dr Bhampa Rai, chair of the Bhutanese Refugee Representative Repatriation Committee, said that not only the elderly, but all refugees have the desire to return to their own hometowns. ‘I know youths are accusing their parents of standing in their way, but, if doors for repatriation open, even those who are ready to fly to America or other countries will cancel their process and return to Bhutan’, he clarifies.

A member of the Senior Citizens’ Group, H.J.S. (69) is of the opinion that many parents were forced to accept resettlement as they could not convince their children otherwise. ‘It was a hard decision for them to opt for resettlement. The process has undermined their desire to return home with dignity and honour’, claims S., who is sternly against resettlement, but has nonetheless allowed his children to relocate to the United States of America.

For C.B.G., a former soldier of the Royal Bhutan Army, Bhutan will never be allowed to evade its responsibility to accept its citizens back home. ‘I have my citizenship card and weapon license issued by the Royal Government of Bhutan. No foreigners can present these documents’, states Giri, producing his documents in front of the camera. ‘Resettlement will never be my choice. I am a Bhutanese and have the right to return home’.

Some refugees want local integration into the Nepalese community instead of resettlement to any developed country. Local integration would be easier for them since they share language, culture and dress with the Nepalese. Others have not yet decided whether they want to go for resettlement, but similarly have not expressed a decision regarding integration or repatriation.

As well as registered refugees, the camps have over 3,000 unregistered asylum seekers who have been demanding refugee status for a long time. Refugee status is a must to qualify for resettlement, repatriation or local integration. Some of these unregistered asylum seekers were absent during the official registration process in 2007, and some avoided registering but now want refugee status. Others still are part of a group which consists of new arrivals from Bhutan, whose claims for refugee status have not yet been heard by the Nepalese government.

There are several cases of rejection for resettlement on different grounds. These reasons are not disclosed to the individuals in most cases. The rejection has even separated families, leaving behind a single or a few members in the camps after relocating others. Refugees convicted of gender-based sexual violence and other forms of crimes are among those likely to be excluded from the resettlement.

The ongoing resettlement will terminate by 2015, downsizing UNHCR’s longtime investment for the Bhutanese refugees, whose population prior to the resettlement was around 110,000. According to UNHCR’s Country Representative in Nepal, Stephane Jaquemet, the population in camps will be reduced to 10,000 by mid-2015; the remaining refugees will be those who are against resettlement, are unregistered, or have been excluded from resettlement for various reasons. The fate of those who are not resettled is an issue that no one is currently discussing.

The initial camp population of 113, 486 has come down to 54,652 as 58,834 individuals have left for various western countries by January 19 this year, according to the UNHCR.

In total, 49,396 exiled refugees have left for the US, 4,213 for Canada, 3,217 for Australia, 589 for New Zealand, 612 for Denmark, 372 for Norway, 324 for the Netherlands, and 111 for the United Kingdom.

Of the remaining residents, at least 42,873 individuals have declared an interest in resettlement. Once this figure leaves for resettlement, the camp population will come down to 11,779.

Host community of Bhutanese refugee camp affected area amazingly demanded the relocation of some members to those Bhutanese refugee resettled countries.

According to the source, a local youth club from Damak submitted the demand paper to the United Nations High Commission for Refugees (UNHCR), its implementing partners and the Refugee Coordination Unit, even demanding the resettlement.

The demand paper signed by the club’s chairperson Subash Bhandari included that “The host community who are also suffering from 20 years. Thus, we recommend the connected authority to grant resettlement offer to our people as well.”

According to the source, representatives from various aid agencies, Armed Police Force and UNHCR, among others were present during the puja.

The puja was conducted in Hamse Dumse Community Forest from where wild elephants usually enter into the camps.

Lots of Bhutanese were being victims of wild elephants past days and even three exiled Bhutanese were killed last days.

World Food Program(WFP) started counting head of all Bhutanese refugees living in all camps since last Monday.

According to the source, the main aim is to issue new ration card by WFP and the official counting requires physical presence of every exiled Bhutanese.

All individuals in a household having refugee identity cards, including children and non-registered, are required during the census.

Meanwhile, the agency team will produce its mobile team for elderly, disabled and those who are bed-ridden. As per the declaration, it is expected to be completed by Febrauary 10.

The number of Bhutanese refugees leaving for the United States as part of the ongoing third country resettlement reached 50,000 on Monday, said a statement issued by the US embassy from Kathmandu.

Together with 9,000 others already relocated to various Core Group countries, the number of Bhutanese refugees resettled has reached 59,000, according to the statement.

“We are grateful to our international partners, most notably the United Nations High Commissioner for Refugees (UNHCR) and the International Organization for Migration (IOM), for their ongoing protection of this vulnerable population, whether they resettle or not,” said the embassy.

Meanwhile, the statement further said that the US is committed to accepting as many of the Bhutanese refugees whom UNHCR refers to for consideration in Nepal and who meet the requirements of US law for refugee admission.

The Bhutanese resettlement program is currently the second-largest resettlement program for the United States.

Bhutanese refugees, who have resettled in nearly all 50 States, receive employment and educational support from the US federal and state governments as well as non-governmental organizations to begin anew as productive, engaged residents, it added.

Lawrence Roberts of MIT connected a Massachusetts computer with a California computer in 1965 over dial-up telephone lines. According to the principal MB Bista, there were sixteen items related to physical and mental race for both students and teachers.
He also state that these types of program helps for students’ physical and mental development.
Those annual sports had included 100 Meter Race, 200 Meter race, Cycle balance, spoon balance, mathematical race, hitting target, sack race etc. which were really helpful for physical and entertainment said Bista.

Bloggers do research to ensure that they provide the correct information and a useful information to their readers or visitors. Researches are also done to find what kind of topic gets more attention more from your visitors.

When you keep doing these kind of researches you can improve your blog, and also you are becoming a better researcher. When you begin to blog, you won’t like doing researches. The current me is very different from the person before years. Back then, I hate researching, I don’t like to read other’s long articles. Anyway, now I know researching is really useful so I spend more time on researching than writing. I can be sure that all bloggers do researches before they begin to write a new article.

2) You can improve your knowledge
Reading always improves your knowledge. Anyway I hate reading my school books, they are quite boring, but I love to read blog posts of other bloggers that gives the information that I don’t know before and also I read E-books. The main reason I read them is to find topics to blog on. I re-write their content in different spin and make sure that it gives more information to my visitors. I think I am going off the topic. All I want to say is “When you read you get more knowledge, no matter why you are reading. I read to find topics and to learn more”

3) You can become a better writer
I know that my English skills are not so good as other bloggers. I didn’t take this as my weakness, instead I thought when days go on, I can improve my English skills through blogging and reading. I am sure that blogging has improved many people’s English skills.

Blogging is a practice for writing, when you write and preview your article you can find funny mistakes, which will slowly improve your writing skills.

4) You can get fame
When you write articles with lot of information, your blog will start to gain more visibility in blogosphere. When your blog gets popular among people it’s founder and authors will also get popular. Want proof ?

I think many people know about problogger.net which is a blog that gives lots of useful blogging tips. Darren Rowse, he is the man standing behind problogger. He is quite famous among bloggers. Same way when you do a good job in your blog you can become famous among your niche and I know everyone likes to be famous. Aren’t you?

5) You can meet new people everyday
When your blog is gaining more traffic, many people come to know about you (i.e when you get fame), some people will try to contact you for advertising, questions etc. So you are getting exposed to new people. You can make new friends everyday.

6) You get the chance of helping others
